TOWN councillors in Okehampton heard their representative had 'done the town proud' at the recent public hearing into West Devon Borough Council's core strategy.
Cllr Tony Leech, during a meeting of the town's planning committee, said the borough council's officers had frequently seemed like 'rabbits in the headlights' in the face of tough questions from the town's consultant, Stephen Gill.
Cllr Leech also praised the contributions made on behalf of the town by Central Devon MP Mel Stride.
Concerns were raised about infrastructure and the heavy weighting of development on the east of the town during the hearing.
Cllr Leech said: 'My gut feeling on this is that we have truly given this our best shot.
'If we can't win this, no council ever could.'
